About VRF
Our Story
Founded in 1996, the Victims' Rights Foundation has been a cornerstone of support for victims of violent crimes and their families in Montgomery County, Maryland. For 29 years, we have provided essential services during the most difficult times in people's lives.
We began as a small group of dedicated volunteers who recognized the urgent need for comprehensive support services for crime victims. What started as a local initiative has grown into a respected organization that has touched thousands of lives and even extended our reach internationally.
Crisis Response History
VRF has a proven track record of responding to major crises when our community needed us most. During the 2002 DC sniper attacks that terrorized the Washington metropolitan area, VRF worked tirelessly to ensure victims and their families received the support and advocacy they desperately needed during this unprecedented crisis.
In 2005, we extended our mission beyond our local community during Hurricane Katrina, coordinating relief efforts and providing support to displaced families from the Gulf Coast. This demonstrated our commitment to helping victims wherever the need arises.
Global Impact: Kenya Preschool Project
In 2017, VRF established a preschool in rural Kenya specifically for children from families affected by violent crimes. This groundbreaking project was planned for 30 students but opened with 70 enrolled children who walk more than one mile each day to attend school.
This international initiative demonstrates VRF's innovative approach to supporting victims' families through education and our commitment to making a global impact. The success of this project shows how education can provide hope and opportunity for children affected by violence.
Nonprofit Excellence & Transparency
VRF maintains a Four-Star rating from Charity Navigator with a 97% overall score, placing us in the "Great" rating category - the highest tier possible. Our 86.71% program expense ratio means that nearly 87% of every dollar donated goes directly to victim services.
We maintain complete transparency with a 0.00% liabilities to assets ratio, demonstrating perfect financial health with zero debt. Our board operates with 100% independence, and we maintain full policy disclosure including conflict of interest and whistleblower policies. As a 501(c)(3) organization (EIN: 52-1970083), all donations are tax-deductible.
Our Ongoing Mission
Today, VRF continues to serve as a beacon of hope for victims of violent crimes and their families. We provide comprehensive support services including candlelight vigils, spiritual guidance, hands-on assistance, financial aid where available, and community outreach programs.
Our holistic approach recognizes that healing from violent crime affects entire families and communities. Through collaborative efforts and shared resources, we continue to build stronger, more connected communities where every person matters and every story has value.
